The evolution of relations between state and higher education systems in the 19th -21st centuries

The relations between higher educational establishments, mainly universities, and the state for centuries were important aspects of educational systems development all around the world. The article analyzes the basic models of the higher education systems in European countries, the USA and the countries with economies in transition and political transformations. The main political, economic and social factors influencing the development of educational systems are revealed. The author pays the special attention to the three models that still are actual today - that are German, French and the Anglo-American models. The author stresses the importance of financial and organizational models of educational management.
