Evolution of perceptions of civil servants' Competencies in Russian educational practices: an economic and sociological approach

The article represents the results of the study of the history of civil servants' education from the perspective of the former professional competencies transformation. It is established that for 300 years three models have changed: class, ideological and professional-rational, while the composition of key competencies has changed dramatically. Currently, there is a need to harmonize the list of competencies required in the public sector and formed in the education system.
