The second half of the XIX century in Russia was characterized by great social, economic, and political transformations. During this period there was a reform of public administration, carried out large-scale changes in governance in different regions of the country, including the Caucasus. The article considers the system of governing bodies of the Caucasus region in 1840-1860. Relevance of the topic lies in the fact that the current geopolitical position of Russia and the emerging difficult international situation, associated, among other things, with the entry of new territories and subjects into the Russian Federation, require extraordinary solutions in matters related to the organization of the public administration system. For this reason, reference to the previous experience of such reform activities in the Caucasus is of enduring importance, especially when it comes to regions in close proximity to unfriendly countries. The novelty of the study lies in the fact that the authors attempted to generalize all areas of administrative and judicial reform of public authorities in the Caucasus in the specified period of time.
