Evolution of the system of transport prosecutor's offices in Russia in 1991-2001

Introduction. The article studies the evolution of the legal regulation of transport prosecution organization and activity in Russia after the collapse of the USSR, focuses on the transformation of the structure and regulatory frameworks under the new political and economic realities. The main attention is paid to the period of 1991-2001, when the reform of the law enforcement system required the adaptation of legal mechanisms to the new realities. Materials and Мethods. The research materials included the norms of the legislation of the Russian Federation, departmental acts of the Prosecutor's Office of the Russian Federation, statistical data, archival documents, scientific articles of researchers. The methodological basis of the study is the methods of cognition, including dialectical, historical-legal, systemic and comparative, which allows a comprehensive assessment of the dynamics of the development of the institution under study in the specified period. Legislation and departmental documents were analysed. The Results of the Study. The study fills a gap in historiography by focusing on the highly specialised institution of the prosecutor's office in the context of systemic crisis, which allows for a deeper understanding of the mechanisms of adaptation of the law enforcement system to radical social changes. Findings and Conclusions. The study based on the reconstruction of events, allows for a critical analysis of the successes and failures of the reforms carried out. This is relevant to the modern discussion on the role of the prosecutors in Russia. The main factors t determined the development and transformation of transport prosecutor's transport offices in the period 1991-2001 were identified.
