Legal anomie as a factor of uncertainty of the social development goals

Introduction: this study looks at legal anomie through the lens of the achievement of the social development goals and their ambiguous formulation in the current Russian legislation. The goals of social development set for society are constitutional by nature, they are detailed in a large number of laws and subordinate regulatory legal acts. In this field, a critical importance is attached to the system of normative legal regulation of strategic planning, which is understood as a mechanism for ensuring coordinated interaction of different entities aimed at achieving the established goals. The paper gives special attention to the role of the acts of the President of the Russian Federation in determining the directions of social development. Official information regarding quantitative and qualitative indicators of legislative activity in Russia is studied. The achievement of the social development goals is analyzed based on the data from the Federal State Statistics Service. The research identified their correlation with the general goals of the legal system.
