The legal nature of information with limited access

In this article the author expresses opinion that in the formed modern world information acts as the most important component of development of society. Present civil society gradually turns from informed in information therefore information gains global character; there are no borders for a flow of information; information is significant as for itself personally, so for the state and society in general; everyone can look for, receive, transfer, make and distribute information in any lawful way.
