Legal problems of the contract system in the sphere of procurement of goods, works, services for provision of state or municipal needs

The article analyzes the legal problems of the contract system in the procurement sphere to ensure state and municipal needs, taking into account the individual stages of procurement activities. The author notes that legal problems are related to a large number of gaps in the legal regulation of this sphere, a rapid change in the economic life of the country, as well as the uncertainty of the formulated norms of legislation on the contract system in the procurement sphere to ensure state and municipal and contradictory judicial and administrative practices. Many legal problems are resolved by judicial practice, at the same time it is required that the legislator fundamentally revise the key approaches to the organization of procurement activities.
