The question of implementation of "cohesion policy" within the EU from 1980 to 2010

The article is about problems of the conduct of «cohesion policy» in the framework of the EU institutions. Problems of the «center» and «periphery» in EU is very important. Experience of interaction of the Central government and public institutions of the European Union is intensively studied and may be useful for other economic and political blocs.
