On the Problems of Legal Regulation of the Treatment of Animals in the Russian Federation

The authors conducted a comprehensive analysis of the state of legal regulation concerning the treatment of domestic animals in Russia. Modern realities expose the challenges arising from the evolving public attitudes toward the proliferation of stray animals and the safeguarding of citizen safety. The news pages informatively reflect the failure of municipalities to ensure safety on the streets of the city with the available resources for trapping and controlling the number of stray animals. The key regulatory element of the regulatory framework is the Federal Law “On Responsible Treatment of Animals and on Amendments to Certain Legislative Acts of the Russian Federation”. Despite the mechanism proposed in the law for controlling the population of stray animals, there is no clear mechanism for their registration and registration. It is necessary to update the regulatory framework in terms of strengthening the responsibility and control of outbred breeding of animals outside nurseries, as well as regulating the activities of organizations responsible for animal registration.
