The problem of state ownership of subsoil

The paper addresses the problem of state ownership of subsoil, containing minerals, geological information and real mountain property. Examines civil and tax legislation in this area. Justifies the need to transition to a socially oriented economy of rent-seeking based on the fact that the property on the mountain and pricing annuity owned by the state and civil society. It is proved that the extracted minerals should be in the public domain.
