Adaptation of the education branch to the new market conditions requires the search of new approaches to management, based on knowledge and the latest achievements of economics, social sciences and humanities. Cluster approach is one of them. In the article the author reveals the concepts of a cluster, a regional cluster and suggests the management model of regional educational system on the basis of cluster approach.
