To the problem of improving the methodology and developing criteria for assessing the effectiveness of territorial management

The purpose of article is consideration in methodical aspect of a question of formation of the most effective, optimum system of territorial management in the quantitative and qualitative parameters in which development all interested subjects participate. In the context of a problem of effectiveness and optimality of management of territories the author allocated two key directions: search of the ways and tools increasing efficiency of structure of the device of territories and effective management of territories. Criteria for evaluation of this process act as a subject of the main research of the author. Applying methods of the problem, evolutionary, retrospective analysis, the author comes to a conclusion that the modern system of territorial management in Russia can be at the same time characterized as fragmentary operated, but not self-sufficient. The author made a conclusion that in modern conditions the special attention has to be drawn to the municipal level of territorial management as to the engine of evolutionary methodical approach to optimization of a control system of territories allowing to realize most effectively feedback between the interested subjects participating in process of management of territories, projecting and uniting then experience of territories in larger scales. In article the wide range of the criteria applied now for assessment of effective management of territories set at the standard and legal level is considered from the problem point of view. Its insufficiency in terms of lack of correlation with features of functioning of certain territories and indicators of their development at the local level is revealed. Attempts of science to meet this lack (system and process approach, project approach, method of the analysis of initial correlations) are analyzed. Need of creation of bank of the innovative ideas and the platform for exchange of experience between regions in the sphere of introduction and approbation of innovations in the sphere of development of estimated tools and indicators of measurement of efficiency of territorial management, further development of methodical tools on places by the scientific organizations in cooperation with scientific and research organizations, self-government institutions and the public is reasoned.
