Analyzing the draft law on the cadastral estimation, the authors expressed the view that the proposed version of the legislator organizing such an assessment will not be able to radically improve the situation or to its quality, nor contesting the results. Without addressing priority tactical objectives (development of the concept of tax methodology and software inventory valuation) is not possible. In support of his opinion cited examples showing the inadequate development of the tax system and propose to consider the cadastral valuation of real estate as a core element of a complex system of taxation.
