Concerning formation of the creative intellectual personnel in the Central Black Earth region in the circumstances of industrial modernization

The article considers party and state policy regarding creative community involvement in fulfillment the tasks of the industrial modernization in the USSR. The creative intellectuals were employed by the Soviet government for work with population, and they influenced indirectly the industrial modernization rate.
