The article deals with the issue of the formation of the public procurement system in the period from the XI to XII centuries. Despite the deep-rooted opinion that the public procurement system originated in Russia during the reign of Tsar Alexei Mikhailovich, with the adoption of the decree adopted on July 7, 1654 about the contract price for providing delivery of crackers and flour to the city of Smolensk, Procurement for government needs occurred much earlier - in the X - XII centuries. The work analyzes the provisions of the oldest sources of Russian law, references to the order execution procedure, as well as numerous personal decrees of local princes and their entourage, aimed at providing material support to principalities, troops, churches, etc.
