The presence of practical problems of functioning of the system of non-state forensic institutions has led to the emergence of self-regulating associations of forensic experts who attempt to regulate the activities of agencies under consideration. The total uncertainty of legal status of non-state forensic institutions, the lack of unified clear requirements for expert competences of non-state forensic institutions, etc., is a serious obstacle to the development of the system, while it has a number of advantages. Today there is an urgent need to create a single, integrated system of forensic institutions, combining the advantages of both state and non-state forensic institutions. Like any other system, a unified system of forensic institutions requires its organization and management, which is not possible without its proper regulatory framework.
