In the modern world, lending to small and medium-sized enterprises (SMEs) plays an important role in economic development. It contributes to the creation of new jobs, the development of innovations and the improvement of the country's competitiveness. However, the legal regulation of SME lending faces a number of problems that require attention and solutions. The relevance of this topic is due to several factors. Firstly, the COVID-19 pandemic and subsequent economic crises have had a significant impact on small and medium-sized businesses, which requires a review of existing lending mechanisms and support for entrepreneurs. Secondly, the sanctions imposed against Russia also have a negative impact on the activities of SMEs, causing an increase in purchase prices, a decrease in demand and revenue, a weakening of the ruble and disruptions in supply chains. Thirdly, the high dependence of Russian business on imports makes the problems of legal regulation of SME lending even more urgent.
