The article reviews the development stages of the Russian public relations. The importance of this process consists in sorting the known facts and phenomena, leading to new knowledge. On the basis of such criterion as institutionalization the author suggests to reconsider periodization of public relations distinguishing the three contemporary periods. Such an approach helps to assess the current situation in the sector of public relations.
