To the personnel training of Qing administration in outer Mongolia

The article attempts to highlight the policies and actions of the Qing state training for its administration in Mongolia. It considers the problem of the legislative acts of the Qing state, which determines the ways and means of establishing schools, student body, learning rules, the selection in the civil service items. In this article, the authors tracing the history of the so-called "school official" in Mongolia, focused their attention on the development and reorganization of their activities, which taught first Manchu and Mongolian script to the officials, and further extended the purpose and objectives of the Ch'ing authorities, teaching Chinese, Russian and Tibetan script and languages. Revealing the essence of the Qing school policies in Mongolia, the authors give the concept of "school official", and on the basis of historical sources they indicate that they were created by Mongolian khoshuns, whereby school case turned into a form of duties of the Mongols to the Qing State.
