On the issue of the educational services quality assessment in higher education

The paper examines the indicators of the quality of educational services of higher education. The purpose of the study is to substantiate the need for a consumer assessment of the quality of educational services (master's programs) and determine its indicators. Particular attention is paid to the trend of deterioration in the quality of higher education services for master's programs, which is noted by many researchers. In this context, quality is seen as a key factor influencing consumer satisfaction with educational services and the competitiveness of educational organizations. The definition of the quality of educational services is given, its external and internal factors are revealed. The indicators of the quality of educational services, such as educational technologies, the organization of the educational process, the competence of the teaching staff and library resources are determined; methods for their assessment are described and compared. The Fishbein model adapted for the purposes of the study is presented. The results of a study of consumer assessment of the quality of master's programs, conducted using an adapted Fishbein model, are presented. The results of the study can be used to develop proposals for improving master's programs in management and economics. The adapted Fishbein model was tested at the Siberian Federal University and can be used to assess the quality of educational services for master's programs in management and economics. Research can be extended to other areas of study and include undergraduate and postgraduate programs.
