To the legal basis of public administration in the field of financing institutions of vocational and general education

Technological changes in the modern world call for improvements in the management system of education and scientific research. The article discusses the problems of legal regulation of educational institutions' financing in the Russian Federation. The authors pay their attention on the main aspects of state management of the educational sphere financing in the Russian Federation. The purpose of the article is to reveal the peculiarities of legal regulation of educational organisations' financing in the Russian Federation, to identify the problematic aspects of educational organisations' financing, to consider the most typical offences in the sphere of educational institutions' financing. The authors' research methods are related to the intersectoral public law nature of the institute of educational institutions funding based on the principles of the dialectical method and a systematic approach. The main conclusions: the improvement of the legal basis for state budgetary financing and autonomous educational institutions should be carried out on the basis of a search for new criteria for the effectiveness of educational products. It is possible to overcome the most widespread violations of educational institutions' financing, which are expressed in the misuse of public funds, if the executive authorities of the subjects of the Russian Federation, the state administration in the sphere of education, the legal departments of municipal administrations carry out the activities to explain the norms of the Budget Code of the Russian Federation, which will significantly relieve the judicial system.
