On the question of the human research powers of the president of the Russian Federation

The article examines the main human rights powers of the President of the Russian Federation, as the main implementation of the human rights function of the state. In the process of implementing the human rights function, the President of the Russian Federation is recognized as a subject that guarantees the state dependence of human rights and freedoms. Substantive analysis of the theoretical and legal foundations of the head of state for the protection of the rights, freedoms and interests of man and citizen. The authors come to the conclusion that it is the President, as the guarantor of the Constitution of the Russian Federation, rights and freedoms, that has ample opportunities to protect a person and a citizen. In this regard, the thesis about the central position of the President of the Russian Federation in the system of implementation of the human rights function of the state is confirmed. The author's system of basic human rights powers of the President of the Russian Federation is proposed.
