Administrative and judicial reforms in Dagestan in the ХIХ century

The article highlights the studies of the administrative-judicial reforms in Dagestan in the second half of the 19 th century. These issues have always been in the centre of scientists’ attention. The studies imply a complex of issues related to the state and political structures on the territory of Dagestan in the first half of the 19 th century, the legal system of Dagestan during the whole 19 th century, and the administrative-judicial reforms in the second half of the 19 th century. Having curbed the mountaineers as a result of more than 30 years of bloody war, the tsarist government had to seek ways and methods of their involvement in the system of political, administrative, economic and cultural life of the Russian Empire. Thus, the Russian government adopted the decision on forming a new administrative entity - the Dagestan region (oblast), with the so called “military-folk” governance. Though it was introduced in Dagestan as a temporary form of governance, it existed until the overthrow of tsarism in 1917.
