On the development of territorial public self-government

The article is devoted to the development and further reform of territorial public self-government in Russia as the most demanded form of direct participation of the population in the implementation of local self-government at the present time. The author examines the key problems of legal regulation of territorial public self-government at the present stage of development, as well as the most promising directions for increasing the effectiveness of Territorial Self-Government. Using the example of territorial public self-government, the author identifies the problems of compliance of legal regulation with law enforcement practice, as well as the role of public authorities and local self-government in improving the development of Territorial Self-Government. The article formulates proposals for the further improvement of legislation on the organization of local self-government and territorial public selfgovernment, which are designed to facilitate effective interaction of citizens with authorities at all levels, as well as improve the legal status of Territorial Self-Government.
