To the question of the implementation “Additional regulation on the structure of the guilds” on 14 November 1824

The article analyzes the experience of implementing the Guild reform of E. F. Kankrin. «Additional regulation about the structure of guilds and trade with other States» 14 November 1824, assumed the consolidation of the types of commercial and industrial activities for certain categories of urban and rural population. The law has also simplified the procedure for levying taxes on merchants and the limitation of activities of foreign entrepreneurs. A special role in the supervision of trade was given to the local city government. The implementation of the «Additional regulation» caused significant difficulties. The analysis of the regulatory framework and materials of the current business activity suggests that there were wrong execution of the laws in some cases. Difficulties with appointment of deputies trading originated in Kolomna and Moscow. The entry into force of the new rules of the organisation of the guilds forced the authorities are constantly monitoring changes in the staff of the guilds. Kazan residents faced with the problem of separation of functions of deputies and trading posts traditional during the many decades presented in local governments. Providing the authority with the right to register commercial institutions and check collection of the taxes turned out to be big temptation for Kazan electoral deputies: the deputies in this large shopping center tried to work separately from the city Council.
