On the question of the implementation of social rights in the Russian Federation

Within the framework of this scientific research, some features of the functioning of the state legal mechanism are considered from the point of view of its constitutional obligations to ensure social rights, as well as state authorities of the Russian Federation in terms of the creation of individual state social programs. In particular, the authors substantiate several provisions: 1) the degree of influence of the political and economic conjuncture on the system and structure of state bodies providing for the sphere of social needs in the Russian Federation; 2) organization of the activities of the authorized bodies of the Russian Federation within the framework of ensuring the implementation of state programs in relation to social institutions. As an optional task, the authors propose to revise the existing criteria for determining the «rights to a decent life».
