On the issue of resource provision of institutions of the socio-cultural sphere

Socio-cultural activity in the context of the organizational and technological process is a system of forming resources in order to achieve the set goals and objectives. The resource potential includes a set of financial, material, human, informational and other necessary resources necessary for the effective functioning of cultural institutions. The availability of sufficient resources for the normal functioning of the enterprise is a guarantee of the effective activity of any organization. At the same time, the importance of this factor for cultural institutions increases many times, since it has a direct connection with the degree of satisfaction of the cultural needs of the population. The branch of culture, having a certain reserve of resources, produces a large number of social and cultural goods. Employees of cultural institutions are one of the main resources of the organization of the socio-cultural sphere, which undoubtedly has a strong impact on the nature and specifics of the provision of cultural services. The resource base of cultural institutions has a number of features. In the field of culture, there are thousands of cultural, historical and architectural monuments that are unique, but do not have proof of their economic value due to insufficient depth of scientific research on the issue of resource provision of institutions of the socio-cultural sphere. Fixed assets in the cultural sphere significantly exceed working capital, both in qualitative and quantitative terms. In the socio-cultural sphere, the share of costs for materials, raw materials and components is approximately 1/10 of the total budget, while in the industrial sector, this item accounts for 50 % of all costs. However, with the development of information technology, the use of material resources in the field of culture is increasing. This is due to the desire of institutions to provide high-quality services, to create comfort and convenience of using the product, as well as to ensure a competitive advantage in this market. The availability of resources is a fact of the production potential of cultural subjects, and also determines the ability of cultural institutions to implement social and cultural programs.
