To the question of the role and place of functions in the system of local self-government

As a result of the analysis, the article presents a conclusion about the coincidence of the meaning of subjects of jurisdiction with the normative content of the concept of «issues of local importance», which is established by the Federal Law «On the general principles of organizing local self-government in the Russian Federation» as issues of direct support for the livelihoods of the population of the municipality, the solution of which in accordance with the Constitution of the Russian Federation and the specified Federal Law, it is carried out by the population and (or) local self-government body independently.
