Some considerations upon establishing electronic democracy in Russia as an institution of constitutional law

An institute of e-democracy has acquired the status of a stable instrument to realize citizens'' political rights in a number of well-developed countries. E-democracy is now emerging in Russia. The institute of public initiatives (directed with the help of Internet resources) is gaining a great importance, but it raises a great number of questions, as far as its capability to function in modern Russia is concerned.
