The issue of the subjects of management of public sector in the northern regions

The article raises the question of the categories of the entities involved in management of the public sphere. A theoretical understanding of positioning and building relationships of public sector entities is proposed, conditions for forming of partnerships for effective socioeconomic development of territories is considered. The issues applied aspects is considered on the basis of the Northern regions, which differ in the special conditions of life of the population, the functioning of the economy and social sphere. Emphasis is placed on civil society actors, namely, public associations, non-profit organizations, bodies of social self-government, individual active citizens. Modern trends defined by the action of strategic documents that support the development of the North and Siberia, the growing influence of constituent entities of the public sector on the socio-economic processes of the Northern territories deserves separate attention. It becomes actual and in the fact that socio-cultural, ethnic, and economic production, economic specifics of the Northern regions impacts the structures of civil society.
