To the issue on existing system of penalties for appearing citizens being under the influence of alcohol in public places

The article deals with issues related to the effectiveness of the application of administrative penalties for appearing persons being under the influence of alcohol in public places; the drawbacks of the existing system of administrative penalties for a given offence are analyzed. On the basis of statistic data and records on administrative offences provided for by Art. 20.21 of the Code on Administrative Offences of the Russian Federation the author comes to the conclusion about the necessity of introducing new types of administrative penalties for appearing in the state of alcohol intoxication.
