Towards the impact of cognitive potential on regional development

Currently, cognitive potential is considered from different points of view at different levels, most often at micro- and meso-levels. Theoretical understanding of the concept of cognitive potential should be completed with its assessment - correlation of cognitive potential with some numerical value calculated by a specific method. The assessment of cognitive potential value ends with a test of the hypothesis about its correlation with the key indicators of the studied object development. In our case, it is gross regional product (GRP) per capita. The article proposed and tested a method for assessing the value of cognitive potential with GRP per capita based on Spearman's rank correlation coefficient. The results of economic and mathematical modeling have proved that an increase in the value of cognitive potential leads to an increase in GRP per capita
