The radical changes taking place in Russia in the sphere of social-economic relations, as well as the mistakes made during the corresponding reforms, have caused the tension of many social processes that substantially aggravated the criminal situation in the country. One of such problems is the growth of manifestations of extremist orientation. According to the analytical report “The Crime in Russia” prepared by the General Directorate of Legal Statistics and Information Technologies of the General Prosecutor's Office of the Russian Federation, in the first half of 2017, the number of crimes of a terrorist nature decreased by 14.2% in the territory of the Russian Federation, but increased by 2.2% crimes of an extremist nature [1]. It should also be noted that from single instances they turned into mass violations of public order, causing a large number of human casualties, as well as public outcry and imbalance of the socio-political system. In the scientific article, the mentioned problems are revealed on the example of the activity of the internal affairs bodies of the Kabardino-Balkarian Republic. The author of the scientific paper notes that a well-conspiratorial underground bandit operating in the North Caucasus is the main source of terrorist threat for Russia. The organization and conduct of operational and search activities to counter religious extremism and terrorism, combating illegal armed formations are a complex and multifaceted task. Accordingly, the foreground is the receipt of high-quality operational information and the organization of its competent training in cooperation with other operational units, as well as the Russian Federal Security Service. It is necessary to establish information and propaganda work. Given that religious extremism extends mainly among young people, it is necessary to work out a clear program and pay more attention to youth policy, which should be based on measures to increase the employment of graduates of educational institutions.
