To the question of the assessment of efficiency of programs of development of the industry

Authors consider questions of an assessment of efficiency ofprograms of development of the industry on the basis of the analysis of stages of development of the industry of Russia, approaches offormation of industrial policy in Russia and abroad and indicators for an assessment of efficiency of programs. It is shown that ifin the 1950-1960th priorities of a state policy of many countries were an industrialization, compensation offailures of the market, protection of the arising new branches with a support on the capacity of public sector, in - the 1990th came vital issues when carrying out industrial policy to the forefront - failures of the state in realization of separate initiatives, distortions of the competitive environment, rent-oriented behavior of agents. As a result, approximately since the beginning of the 1980th the ideology of trade liberalization, privatization, direct foreign investments began to dominate, and structural programs were ofparticular importance. Prior to the beginning of the 1990th.the industrial policy of the states included direct measures of influence, including support of "champions". the 2000th are marked by reconsideration of a role of the state, more balanced assessment offailures of the market, strengthening of attention to stimulation of innovations and development of national innovative systems. In the first half of decade the deep disappointment results offormer industrial policy was replaced by presentation of demand for it from the governments, including in EU countries. Authors show that a main objective of industrial policy of the Russian Federation is ensuring dynamic development of the country, growth of welfare of her citizens and competitiveness of domestic producers, ensuring national security. In article it is shown that are applied to an assessment of efficiency of implementation of the Program: a) criteria of economic efficiency; b) the criteria of public efficiency considering the expected contribution of realization of a state program to social development which indicators can't be expressed in a cost assessment.
