On the issue of assessing the human resource systems effectiveness for investment projects

The Krasnoyarsk Region is one of the leaders in investment activity in both Siberia and Russia. According to the Ministry of Economy and Regional Development of the Krasnoyarsk Region, the region’s investment portfolio today includes more than 140 projects with a total investment volume of about 13 trillion rubles. (27 of them are included in the Yenisei Siberia CIP). At the same time, official regional statistics from 2021 show very alarming forecasts for 2024-2026 for the reduction of the working-age population in the region. In an economic climate when a shortage of personnel is predicted in the labor market, enterprises have to radically transform approaches and strategies for searching, selecting and hiring personnel. The purpose of the study is to supplement the list of well-known criteria for assessing the effectiveness of staffing systems for investment projects, based on materials from scientific and business literature and human resource management practice. Long-term practice of managing investment projects in different regions of Russia indicates that the achievement of strategic goals of investment projects is facilitated by a balanced and adaptive staffing system, built taking into account the geographical, infrastructural and socio-economic characteristics of the regions of presence. The specifics of investment project management formulate strict requirements for staffing in terms of costs and timing of searching and hiring personnel, but the highest level of qualifications of the sought-after specialists remains a priority. High requirements for the quality of recruitment determine the criteria for assessing the effectiveness of the personnel supply system. According to the author, the effectiveness of the staffing system can be assessed using classical (calculated) coefficients, considering it from the perspective of cost and quality indicators.
