This article deals with the problem of regulating access to information in library networks, as well as publication of restricted information marked “For Official Use Only” in the public domain. The article gives a brief historical retrospective of the departments of federal libraries, where restricted information was stored. The article presents the original classification of restricted information, which is used in libraries today. The author concludes that the information marked “For Official Use Only” is much instructive than the specified by regulations information, which belongs to the category “official secret”. Also, it’s concluded that there are problems in the mechanism of protecting such information in library networks and holding this information in libraries contradicts the legislation of the Russian Federation.
