On the question of the responsibility of states for the implementation of the provisions of international humanitarian law

The article is devoted to the actual problem of the implementation of the norms and principles of the law of armed conflict and the ways of their implementation in national law. Special attention is paid to the relevant aspect in the characterization of the international legal status of prisoners of war. The presented analysis is carried out primarily on the basis of the key provisions of the III Geneva Convention on the Treatment of Prisoners of War of August 12, 1949. The study concluded that it is the State that is responsible for the conscientious observance by all participants in an international armed conflict of universally recognized norms and principles (both in a contractual and conventional format) of a humanitarian nature. And in case of their violations, the State (the international community) is obliged to use the mechanism of justice against war criminals, without a statute of limitations.
