On the organization of investigative work in the activities of the department of public order protection of the Irkutsk regional executive committee in 1964-1968

Introduction: the article issues with the organization of the activities of the UOP of the Irkutsk Regional Executive Committee in terms of the search for persons in 1964-1968. The individual categories of wanted persons, during the specified period, and the results of activities to identify them are investigated. The author studies the normative legal acts of the MOE of the USSR and the UOOP of the Irkutsk Regional Executive Committee aimed at improving this activity in the studied region. Materials and methods: the research materials were articles by scientists, norms of the legislation of the USSR and the RSFSR, departmental acts of the Ministry of Internal Affairs-the Ministry of Internal Affairs of the USSR (RSFSR), archival documents. The methodological basis of the research is a complex of general scientific methods, such as analysis, synthesis, comparison, and special methods: historical-legal, system-structural, comparative-legal. Results of the study allowed us to reveal the process of organizing the search for persons in the USSR in 1964-1968, to clarify the procedure for declaring and terminating the search for certain categories of wanted persons, to highlight certain organizational and practical aspects of the activities of specialized units of the Irkutsk Regional Executive Committee in terms of implementing the function of the Soviet state in this area, to introduce into scientific circulation previously unpublished archival documents of the period under review. Findings and conclusions: the analyzed materials allowed us to reveal the specifics of the forms and methods used in the search activities of law enforcement agencies of the USSR in general and in the Irkutsk region in particular and also allowed us to evaluate its effectiveness.
