The formulation of the optimal control resource allocation problem in a system of independent control objects. As resources necessary to create the control actions are considered energy and material resources control. With the purpose of revealing the features of the distribution of the resource, limited by the speed of its expenditure, a solution is given to the problem of the optimal distribution of the energy resource between a pair of independent control objects represented by double integrators. In addition, to analyze the regularities of resource distribution between a pair of double integrators, general solutions of optimal control problems for a double integrator for speed and minimum for «control energy» are given in the case of specifying arbitrary boundary conditions. The results of analysis of distribution energy resource (instantaneous power) based on various combinations of restrictions on the control parameters of the double integrators. The solution of the problem of the distribution of a material resource for a system of double integrators is considered in the second part of this article.
