The paper analyzes problems of improving the conceptual apparatus of service quality and efficiency of public sector. The author differentiates the concepts of quality and efficiency that changes approaches to their estimation. Identification of quality with two directions, real and imaginary, allows to cover all characteristics of quality more completely and to correlate them with their influence on competitiveness of public sector and efficiency of state policy in the public sector of economy.
