Health quality of population as a public benefit

From the ancient times health is viewed as the main vital value of people, a basis of harmonious development of the personality and the greatest benefit. In modern society "the most achievable level of health" is seen as one of inalienable rights of a person and people, acts as the major condition and means, as one of ultimate goals of social development. In article the theoretical bases and specific conditions of research of quality population health as public benefit are considered.
