The article discusses the issue of improving the efficiency of the enterprise through the implementation of a unique personnel policy. The urgency of the issue of improving personnel policy is justified by the forecast of an increase in the speed of changes in the external environment, which will require the consolidation of the internal resources of the enterprise for its successful adaptation. A study of the points of view on the concept of "personnel policy" is being carried out, it is concluded that there is no universal approach to its definition. An approach based on a model of personnel behavior regulated by the organizational structure is proposed. As a result of the consideration of tools for the formation of loyalty and involvement of personnel, team methods of work, using the charisma of the leader and the emotional capital of the staff, a proposal appeared to single out a new type of leader with a high level of emotional capital. The conditions for the use of this type of bosses regarding marketing concepts and theories of personnel management have been highlighted.
