The article shows that the goal of the personnel policy is to ensure an optimal balance between the recruitment, selection, retention and staffing levels that would fully meet the needs of the enterprise. Factors affecting the development and formation of personnel policy are considered. A characteristic of the active personnel policy, implying under the leadership not only a forecast, but also means of influence on various situations, is given.
