Personnel functions of local self-government advisory bodies: the experience of the Ufa province in the early 20th century

The article is aimed at identifying and analyzing the personnel functions assigned to the advisory bodies of local self-government in the Ufa province. The specific feature of such collegial institutions established at the zemstvo and city administrative boards was the mixed composition of their participants. The representatives of the “qualified” (councilors, members of the city administration) and “third” (municipal employees) elements were involved in joint activity. Public medicine was the first field where these bodies were formed. The medical and veterinary councils were eligible to recommend applicants for vacant positions and discuss designated candidates. Among the functions transferred by the administrations to advisory bodies were the approval of science travel programs, the distribution of powers between employees, and the development of duty regulations. The analysis of record keeping documentation made it possible to determine that the zemstvo and city councilors took into consideration the initiatives of the bodies to improve the financial situation of employees.
