Personnel starvation as one of the reasons for the risk of non-fulfillment of the state defense order

The text examines the issue of workforce shortages in the Russian defense-industrial complex (DIC), which reached 30–35% in 2024. It highlights the key consequences of the lack of qualified personnel, including reduced production efficiency, managerial errors, weak adaptability to technological changes, and the outflow of young professionals. The article outlines the competency requirements for DIC employees in accordance with Federal Law No. 275-FZ, encompassing professional, managerial, innovative, and communication skills. A detailed analysis is provided of the root causes of the personnel deficit, such as workforce aging, the mismatch between educational training and industry requirements, competition with other economic sectors, and resistance to change among senior enterprise management. The paper also reviews measures undertaken by the state and enterprises, including the implementation of federal programs and the development of mechanisms for staff upskilling. Special attention is given to the necessity of involving enterprise leaders in the transformation process, as their engagement increases the likelihood of successful organizational change. The study concludes that addressing the personnel challenge requires a systemic and integrated approach involving the state, business, and educational institutions.
