The present study is devoted to the development of a model of the human capacity of the civil service, which allows to assess both the factors affecting the structure of human capacity and the results of the implementation of this model from the standpoint of two criteria: improving the mechanism of public administration and improving the quality of public services. The factors influencing the human capacity of the civil service and to identify the differences between the human capacity of the civil service and the personnel potential in other sectors of the economy are analyzed. The research is based on a scientological analysis of publications presented on ELIBRARY.ru. The methods of analysis and synthesis, generalization, grouping of data, and modeling were applied.
