The human resources potential of mono-profile territories

The article underpins the importance of investments into developing human potential for mono-profile regions, describes the negative tendencies of personnel development of these regions, and it also suggests a course of action in order to increase the imbalance on the labour market and to improve the efficiency of employment and the expenditure of public funds. The authors suggest establishing new institutions responsible for the strategic development of personnel potential of a mono-profile region with regard to the following chain: science - education - authorities - business - local community.
