Human resources potential in rural areas as a factor of development of innovative activity in agriculture

The article is devoted to the differences in rural areas according to the level of human resource development and identification of its relationship with the possibilities of implementing innovation activity in the municipal districts of Buryatia. The authors determine specific features of the population distribution in the districts of the republic, their contribution to the development of agriculture in the region. The article reveals the main trends in the migration and the age demographic of the rural population and includes the comparison of the rural and urban people in their educational background. The study provides gradation of general public in rural areas according to the level of human resource development, three types of rural areas are identified: low level development, medium level development and above-average level development of human resources. Authors suppose the approaches to the development of the personnel potential of municipal districts for implementing innovation activities due to the information and advisory service, which is considered to be the subject of the information infrastructure of innovation activities.
