Staff reserve of the municipal service: issues of formation and evaluation

The article discusses the increase in the level of professionalism of municipal employees. The legal regulation of the activities of municipal employees is a necessary, but not sufficient condition for effectiveness of human resources. There is a need for making management decisions based on ongoing analysis and implementing organizational measures aimed at its development, among which the formation of personnel reserve occupies an important place. The purpose of the study is to evaluate the tools and methods of formation of personnel reserve. As a result of the study, it was found that inclusion in the personnel reserve involves using of appropriate HR-technologies established both by federal and local legislation, which causes a certain differentiation of approaches to the formation of personnel reserve. It was also revealed that the use of mandatory evaluation procedures does not ensure full competency assessment of a candidate for inclusion in the personnel reserve. As part of the development of the personnel reserve system, it is advisable to use a competency-based approach and expand the list of mandatory evaluation procedures.
