Personnel of primary schools of eastern Siberia in the interrevolutionary period (1907-1917)

The article analyzed regular personnel of primary schools of Eastern Siberia in the period between two bourgeois-democratic revolutions (1907-1917). Teaching personnel of primary school was considered as one of the main factors affecting the functioning and development of primary education. It was noted that the rapid growth of primary schools network required accelerating the pace of teacher education, and therefore the opening of teacher training institutions and courses. This led to the quantitative predominance of female teachers over male teachers; it was particularly noticeable in towns. Female teachers had full equal rights with male teachers in all types of primary schools. We indicated that educational qualification of personnel structure in primary schools of all departments significantly increased that time, but in parish schools it still lagged behind that in educational institutions of The Ministry of Education and railway schools. Annual salaries in Eastern Siberia were higher than in European Russia, though they were not equal in governorates and oblasts of the region, increasing to the East. It was also noted that church authority, trying to compete with the ministerial school, significantly increased salaries to teachers in their schools. However it was lower in ministerial and railway schools up to 1.5 times. The highest salaries had teaching personnel of advanced primary schools.
